Michael Martin 6dff21ef52 Update keyjam.exe to use SDL2 
KeyJam is only used on Windows, so SDL1 support has been dropped.
Build this tool from the v0.7.0 branch if you need an SDL1-compatible
version of KeyJam.

mcmartin 523374722f Part 1 of the content reorganization. 
Be aware that some filenames in moved files were hardcoded,
so this revision is not properly functional; cutscenes will all
break. The next commit will update the files appropriately to fix this.

mcmartin 32940bb214 Moved code resources into starcon.ls2 as well.

mcmartin 9f577a4abe Repackaged all non-code ship and comm data. 
Every resource that isn't of type CODE now has a resource ID that
will not conflict with any other resource, even without switchable
resource indices.

CODE-type resources currently rely on the ability to switch out
such values, and so have been left alone for now.

mcmartin d0dcf67ac6 Resource information is now centralized in resources.csv. 
The old scripts that trolled content/ and src/ for information
have been retired, and the new script reads the CSV file and
generates the resource files directly.

Future changes to the resource indices or content should be
done by modifying resources.csv and regenerating the data.

mcmartin 36fcc8b206 Major reworking of how addon packs work. 
Addon packs now provide additional files instead of overriding UIO. They 
must provide .rmp files to do the necessary overrides.  The addons 
directory has also been moved outside of packages/ and into content/ 
directly.
