Use double sentence spacing and wrap lines at 'textwidth'. Code
examples and tables were not wrapped unless this had already been done
locally.

Solution: Add the priority argument for the :sign-define ex command and
the sign_define() function (LemonBoy)
Use the specified value instead of the default one (SIGN_DEF_PRIO) when
no priority is explicitly specified in sign_place or :sign place.

Solution: Use the group prefix "PopUp" to specify which signs should show up
in a popup window. (closes#5277)
Problem: The eval.txt help file is too big.
Solution: Split off testing support to testing.txt. Move function details
to where the functionality is explained.
Problem: Remarks about functionality not in Vi clutters the help.
Solution: Move all info about what is new in Vim or already existed in Vi to
vi_diff.txt. Remove {not in Vi} remarks. (closes#4268) Add
"noet" to the help files modeline. Also include many other help
file improvements.
Problem: ":sign place" requires the buffer argument.
Solution: Make the argument optional. Also update the help and clean up the

Solution: Add deleting signs in a specified or any group from the current
