patch 8.2.4092: MacOS CI: unnecessarily doing "Install packages"

Problem:    MacOS CI: unnecessarily doing "Install packages".
Solution:   Only do "Install packages" for huge build.  (Ozaki Kiichi,
            closes #9521)
