runtime(vim): Update base-syntax, improve :set highlighting

- Match bang, "all" and "termcap" options, and trailing command
  separator "|".
- Highlight set assignment operators.
- Match multiline :set and multiline option values.
- Mention the newer "0o" octal prefix at :help :set=.
