patch 8.1.1542: an OptionSet autocommand does not get enough info

Problem:    An OptionSet autocommand does not get enough info.
Solution:   Add v:option_command, v:option_oldlocal and v:option_oldglobal.
            (Latrice Wilgus, closes #4118)
