patch 8.2.0910: Vim is not reproducibly buildable

Problem:    Vim is not reproducibly buildable.
Solution:   Use the $SOURCE_DATE_EPOCH environment variable in configure.
            (James McCoy, closes #513)  Give a warning about using it.
