patch 8.2.3922: cannot build with dynamic Ruby 3.1

Problem:    Cannot build with dynamic Ruby 3.1.
Solution:   Add "_EXTRA" variables for CI.  Add missing functions. (Ozaki
            Kiichi, closes #9420)
