patch 9.1.1777: Mouse click to open fold doesn't work with utf-8 "foldclose" chars

Problem:  Mouse click to open fold doesn't work with utf-8 "foldclose"
          chars (Balki)
Solution: Use ScreenLinesUC[off] if it is set (zeertzjq).
