patch 8.2.2694: when 'matchpairs' is empty every character beeps

Problem:    When 'matchpairs' is empty every character beeps. (Marco Hinz)
Solution:   Bail out when no character in 'matchpairs' was found.
            (closes #8053)  Add assert_nobeep().
