patch 9.1.1748: macOS: Default scheduler priority too low

Problem:  macOS: Default scheduler priority too low
Solution: Explicitly set TASK_DEFAULT_APPLICATION scheduler priority
          to improve responsiveness (Luna Razzaghipour).

closes: #18120
