0ef618e977 Optional only ever takes one argument. 
Clang warned about this -- Clang's variadic template argument
handling seems to significantly differ from GCC's.  I should
test this out on godbolt sometime.

a2af64e37e Clang seemed to think this was necessary. 
I'm not certain if it is, but it's pretty harmless to keep on
the template.

4dfbafbe81 Merged branch 'universal-handler' 
Now `TableTest::UniversalCases` seems to work and has been
made the default for `Cases` and `ExceptionCases`.  THe original
versions still remain, for now.  These will be retired once
a few more use-cases get tried.

The `UniversalHandler` that implements the per-case entries
in `UniversalCases` is kinda messy right now.  I have to
clean that up; there's a lot of code duplication therein.
